Why would we want a hard-and-fast answer?

This topic is more than one with its own merits but I believe there are three main reasons:

1. The current state of international security needs global attention.

The international security crisis is growing fast both in terms of the number of countries involved but also in terms of their lack of response: for example Iraq and Syria are growing rapidly whereas Libya lacks any action against the extremist Al Qaeda group Al Qaeda and the Islamic State has no active response.

2. The solution is obvious to the world: in the aftermath of recent crises, countries like Iran, Syria, and Libya seek to build up their economies in order to provide some level of security to their citizens and the world.

3. The world should make progress to address it.
